Questionnaire Update Date

(coming from Drupal to mssql through the api)

The following decisions have been made regarding how and when to pull back the questionnaire update date from Drupal.

- We will be using the creation/changed date of the profile type 'registration_step_3' to determine whether a user has updated their profile information in Drupal.
- We will pass a null value for the questionnaire date if they have not answered step 3 of the questionnaire
